At this point I think it's clear that all the issues we're having are not due to hardware but to the game itself. This is an unoptimized PC port of NFS Rivals and it shows. The only people who can fix the problems are EA/GHOST so I suggest we all get on social media and make their lives hell until they fix this piece of sh!t game!!!
I get this problem from time to time too.

Wow, you obviously have a hot GPU. I would like to have your input on how your cars handle in-game with that card. I'm used to playing 2012 Most Wanted and how great the cars handle and respond in that game. In Rivals, with my setup, GTX 260, my car response isn't always as good as I feel it should be. In Cop Career I have the Hennessey Venon Spyder and it just seems like its a bit slo mo, not at all like Most Wanted. Other cars also from time to time will have good and then not so good speed/response. In Racer Career I have the Mclaren, I think its called the P1 and it seems to have much better speed without the slo mo that is present in the Cop Hennessey. The game and the cars just don't seem to be consistent with response and speed. From reading other reviews I'm thinking that even if I upgrade my GPU I might still have the same slo mo feel to the cars. Just wondering if you have this at all with your GTX 780 or just how you feel it handles the game.

P.S. I've been playing Cop career lately and it blows me away what many of the racers are doing when I approach them. Instead of playing the game and engaging me with either a race or a dual...a lot of times they simply exit the game. It seems like many players are afraid to engage in what the game is all about. This game has only been out for about a month now and it's only been in the last week or so that I've encountered this thing about racers when I'm in Cop Career. I've seen this a lot lately. The other nite I literally spent an hour trying to find a racer to engage and 3 or 4 in a row would simply exit the entire game. That's the only way you can do it when you are not near a hideout. When I'm in Racer mode its a blast to engage a cop when you outfit your pursuit techs for it. I'm just encountering what appears to be a lot of fear in racers lately. I'm wondering if you or anyone else has noticed this as well.

I've been playing NFSMW a lot too, not nearly as much as Hot Pursuit though but yeah, the handling was good there. I think it's still as good in Rivals but the problem is that the input lag is directly related to the fps and if there's drops then it will affect your steering too. Since I have a powerful PC, I can render the game in 4K resolution and still have 30FPS everywhere, even in the "drop zones" so steering isn't an issue to me. However, if I try to run the game in 60FPS it's a whole different story in the drop zones.
I don't like the Hennessey in this game tbh, it's way too stiff. Most fun cars to drive is the Koenigsegg Agera UC and Ferrari Enzo, fast and handles really good. Yeap, the integrated the other players in SP to make it a bit more "alive", downside is - there is no multiplayer in this game which is why this game will probably die out fast and soon be forgotten.
