I actually am involved in both Amateur and Professional Rally Racing here in Canada. I know what it's like to drive at fast speeds off road and it is nothing like the camera shake in Need For Speed Heat. 

Just look on any server and how many people do you see driving on the one of the trails or off road? People leave races if they're off road once they hear those words.

The whole point of off road suspension is to reduce shaking, if this was realistic the driver would suffer severe organ damage, be unable to see and the car would fall to pieces. Camera Shake is a very easy and cheap way to simulate bumps and it's not used on any other games like this because it doesn't make sense as not all terrain is equally rough. It makes sense if you don't have off road type suspension installed.
