Absolutely, you can redownload your Digital purchases and the base game on the new computer.
Step 1 - Download Origin on the new PC if you have not done it yet.
Step 2 - In Origin, go to your library, at the top in the dropdown list, please make sure "Show : All Games" is selected.
Step 3 - Download Need for Speed Rivals
Step 4 - Click on the game image
Step 5 - click on the [ i ] (for more information.
Scroll down and you'll find a list of your Add-ons.
On each click download.' That's it, you'll be able to play the game with the additional content you bought.
