I've contacted EA's adviser, they told me to contact the retailer I've bought my game from about redemption of code. So I called the retailer and he tell me that I need a US account to redeem the code. I've a PSN account country region: SINGAPORE. Is it true that I can't redeem using this account?

Playstation games are region locked, yes. On their help center they give the following explanation:
Sony Computer Entertainment has implemented a territorial-based distribution system for its hardware and software. This limits any particular software title to play only on the system designated for that distribution territory (e.g. North American games will not play in the systems designed for other regions, such as, Japan, Europe, etc.). PlayStation systems and format software titles are only designed to run in their respective regions and countries.

Unfortunately there's nothing we can do about that. Ask your retailer for a refund or an exchange if you can't use the code on your account.

It's not an issue by EA, but by Sony itself. Contact Sony about it. There's nothing EA can do about it.
