Games as a Service is cancer to the gaming industry.
It's just an excuse for developers to push out rushed games for a quick cash grab (like you said).
Both The Crew 1 and 2 use Games as a Service model. And both are dead games with just the hardcore players still playing. All the people on The Crew 1 and 2 hype trains have long since been gone.
