Summarize your bug Dirt and grime appears on the car's sides very quickly. The surface being driven on makes no difference (vehicle gets dirty at the same rate whether driving on dirt or roads). Dirt will not be removed upon entering events or repairing at a gas station, and it cannot be hidden in photo mode. Switching vehicles at an event or returning to the garage are the only ways to reset the car.
What car were you using? Ford Mustang '65, VW Beetle, Ferrari Testarossa, Volvo 242DL, Mercury Cougar (at this point, I am assuming any vehicle will be affected)

Steps: How can we find the bug ourselves? Drive anywhere, in any game mode
What happens when the bug occurs? Dirt textures fade in on the car's sides and windshield as you travel.
What do you expect to see? The vehicle should not accrue dirt when driving on pavement, and instead only become dirty whilst driving off-road. Driving through a gas station should clean the car alongside repairs (like in Payback). Preferably, starting events should also see the car cleaned. Photo mode should have an option to hide dirt.
I cannot imagine that it was intentional to have cars become incredibly muddy when driving entirely on roads and pavement, especially at such a quick rate. The lovely cinematic loading screens that take place before a race event are tarnished by the filthiness of the car, and it is annoying to start the race like so when all the other vehicles are squeaky clean.
