The problem is that the point of views from different countries are not the same. Japanese government and education try to ignore or erase the shameful history of their own. So even if they consider the Flag as totally acceptable, the others cannot easily accept it like them. Maybe because of their attitude towards what had happened we can't agree with them.
Next, American Flag can't be a comparison here because the Rising Sun Flag is not the national flag of Japan. Anyone says that the national flag of Japan should be banned? I don't know if there's any American flag which was used during WW2, and I don't know how Japanese people think if they see such a flag (if it exists ever).
Again, as you said, what is important is that we learn from the history. But at least for this matter Japanese government and education system are not willing to learn from what had happened before. They stay silent on sensitive historical issues and try to reinstate their military. This issue is so complicated, but I can't ignore this. Anyway, I understand what you meant and don't mean to oppose anyone emotionally.
