In multi-player you have to unlock the cars with specific achievements. For example from the ultimate speed pack only the Pagani Zonda R is unlocked from the beginning and you have to use it for 6 speedlist events to unlock the next car from this package. Next car after 12, 18 and 24 speedlist events.

In general you can always go to the achievement menu and check what it takes to unlock a specific car.

Btw I think the time saver pack only applies to the basic cars (not DLC cars)
