To help prevent any other software interfering with the game you can try a clean boot before starting the game: http://support.microsoft.com/kb/929135
This can also be due to an underspec issue, compare your specs to the minimum:

OS: 64-bit Windows 7 or later
CPU: Intel i3 6300 @ 3.8GHz or AMD FX 8150 @ 3.6GHz with 4 hardware threads

DISC DRIVE: DVD ROM drive required for installation only
HARD DRIVE: 30GB
VIDEO: NVIDIA GeForce® GTX 750 Ti or AMD Radeon™ HD 7850 or equivalent DX11 compatible GPU with 2GB of memory

Hello EA,
I just bought the Need For Speed payback for PC.
But after I installed it I can only hear Sound but no Video.
My PC is running Windows 7 64 BIT
I7 processor running 2 ghz
AMD Radeon Graphics at 1ghz 7470M
8GB RAM
I'm pretty sure I should be able to play this game Please advise.

Guys, if you have DirectX 12, it means you also have all the previous versions, including DirectX 11 and DirectX 9 etc. So DirectX is not the culprit here.
Check your 3rd party software that is running and may have the capability to do something with screencapture. Examples:
Any kind of screen recording software that is actively running - FRAPS, OBS, Shadowplay
Any kind of video conversation software or social software that can capture screen or video - TeamViewer, Discord, Skype etc.
In my case, I dont have this issue and I have FRAPS, Steam, Discord, Skype, Slack, Firefox running at the same time.
