Yes, concours is available the first time you reach SL 71 and it sets you back to SL 1 (also resetting all milestones and unlocks in multiplayer only) that you can start from scratch again (you keep most of the plates though and get a Golden one).

The cars with the NFS logo are pre-configured cars and you cannot change the mods. You get them through the DLC packs, limited editions, bonus etc. and the advantage is that you may have them already available before you unlock the regular car. But once you have unlocked the regular car and have all pro mods unlocked the regular car is better.
