Resetting Times
Awhile back I tried doing the 60fps trick to get my game to run faster, and it ruined most of my times. Can I get all of my NFS Rival track times reset?
I will attempt this right now and report back to you prompty. I would like to note though, that I have formatted PC and reinstalled the game fresh since this occured,and my times followed me thoughout that process. In my opinion that's more drastic of an option, but right now as I type this I am doing the repair game. I did not bother saving my progress, as that is of no concern to me. I can rebuild anything lost in terms of progress,that literally isn't an issue with me.
I will edit this post once it finishes repairing.

Since the times followed me all the way through a formatting of hard drive / reinstall of game fresh , I am under the impression this data is stored somewhere on the backend (EA's end) and not on my end. It might require someone who has access to the servers to delete my times file/record.
So it's really strange because the command would just affect the local files if ever these files are affected, and to my knowledge this can only affects .exe or your shortcut.
Now if redownloading or repairing the game did not fix this issue, maybe adding this command instead would work:
-GameTime.MaxSimFps 30 -GameTime.ForceSimRate 30.0
Also,maybe you can try to launch the game from the game folder instead of the shortcut.
Other than that, I don't think it's possible to erase your current times (you could ask a game advisor though but I am not sure they can do this) but you can try to redo the race/assignement to see if that updates your time with a correct number.
I thank you for your efforts, and I will try your suggestions. I am no so sure it will net the results I am looking for, but I am willing to try anything.
I have another idea, and if I happen to figure out the solution whether it was through game advisor or my other idea, I will still report back to you.

I deleted my .sav file inside Ghost Games, now I am seeing the intro video again for the first time since the very first playing of the game. This should solve the problem I believe. Will report back after checking times.
Times are not stored locally, deleting the sav file done nothing,except make me sit through everything again which was a long tedious process just to access the map again and see tha dreaded wonky times. ARRGG
That went absolutely no where except in circles, they wanted to send me BACK to this website.

No, the fella on the EA Chat Live wanted to send me there, then he couldn't supply me a link for the game in english, I tried, their is a distinct difference between the english and .de websites. The english link sends you directly to this site IIRC.

I'd like you to try the following but report back here if it's not working because I won't be able to assist you if you post on the other forums. If it's not working let me know you can also send me a PM.
So we've been trying to find a solution for this issue with corrupted time, it's not something we've seen before so we don't know if this will work. I don't think these are recorded on the server side like you've mentioned but there is a way to find out.
If possible, try installing the game in another PC (if you haven't tried yet) if you see the same bug, then we'll know for sure and you won't have to perform the following step.
If not, then, this issue is local and these solutions should work:

Then, you might want to run the third party software CCleaner especially for clearing any game related items in the registry. Here is how: How to use CCleaner to fix PC issues
I know it sounds like a lot, but we really want to assist you with this and and this is the first timme we come accross this issue.

other pc has crashed 3 times trying to complete the tutorial so that I can check event times. Going to try a 4th time then I'm calling that effort quits permanently.
Okay, I just finished the tutorial on my wifes PC. here is the screenshot from that with proof that times are not resetting on their own.

This took forever , my other PC is 32bit windows and it ran horribly.
I think you may have missed where I mentioned that I have already (prior to seeking assistance here with you @EA_Najat ) formatted OS, reinstalled windows, reinstalled Origin, and reinstalled NFS Rivals on this PC, the one I am normally playing on.
-deleting .sav file (failed to resolve corrupt times)
-reinstall nfs rivals (failed to resolve corrupt times)
-repair nfs rivals (failed to resolve corrupt times)
-installed nfs rivals on different pc, completed tutorial, checked event times, supplied picture with fresh install of game on new pc ,see above imgur link (failed to resolve corrupt times)

only because you said we could avoid it by installing on another PC, so I think that verified that we know for sure.
