Rivals Complete Edition not really Complete?

Very recently bought the Need for Speed Rival Complete Edition with the Season Pass.

I thought it was, well... the Complete Edition... but it is missing the Timesaver Pack.

Any ideas why the Complete Edition is Incomplete?

The timesaver pack isn't included in the NFS Rivals Complete Edition which only includes all of the 6 DLCs! So the timersaver pack isn't actually a DLC because it unlocks only the basic vehicles for the cops & racers!

It unlocks stuff as you say... so is a DLC and should be included in the 'Complete Edition'...
Complete means 'having all the necessary part/items' etc, and this Complete edition is missing one, so its not Complete...
