Roaming Racer Cletus missing

Does anybody know where I can find the Roaming Racer Cletus? I've completed all of the other Roaming Racers but I can't find Cletus anywhere on the map. Nevermind, I was able to find him and now he ...

    She normally roams around the main highway in the city, around the outside. In the photo she’s the one on the far right side.

yea but some of them are bugged or what, even when You defeat them they don't show on the map

@ArduzAi that is not a bug. After you defeat them they disappear for a while and then come back with more upgrades.

    Mate I understand how everything works. This one specific roaming racer would never appear on my map even after defeating him all 3 times unless i would wait for him on his route and see him driving by. Other then this particular 1, all the others would show fine. I hope You understand what I mean. 🙂

      PC, actual version. Did NOT drive vs. Cletus yet. He's showing just fine on the map.
