Didn't know if anyone has solve this yet, but here we go.
I have stubled upon similar issue previously on other game. It happened when you didn't have internet connection upon completing said achievement (Mine is the Notorious).
There are 2 ways to solve this:
1. you can reset your save file and start fresh. For PC, the save file is located inside User file in C drive (C:\Users\User\Documents\Need for Speed Heat\SaveGame). Name of the file is "1" and you have to get rid of it from the folder to start anew.
2. You can use Trainer software to "shortcut" your progress. Like previous method, you have to reset your save file. Then, power up the software along with your game to assist your work. Unfortunately, method only works for certain achievements only (like mine). Others still requires some efforts.

PS:
As for your current save file, you can transfer it somewhere else before clearing the folder. You can always revert back to that file once you get your achievement.
