Unable to change Factions (Xbox One)

I've been having a problem with NFS: Rivals recently.

I've been on the Cop faction for sometime. I decided to switch to the Racer faction, but when I try, it refuses and keeps me on the Cop faction. I tried un-installing it and re-installing it and the problem persists. I also don't own ANY DLC, either.

Could anyone PLEASE help?! This issue has halted my progress.
