Not every Need For Speed game had cops though? I don't see how they're absolutely essential in every single part of the game, I really don't. Just because you like wasting hours on cop chases, that doesn't mean others like it too. For example, if all I want is to get to a certain destination on the map, I don't want to get dragged into long cop chases, I just want to get there! The only real issue with cops in this game is that when you're trying to escape from them, you must follow pre-set path and hit checkpoints, that's the only silly thing I see.
As for online free roam, if it'll be possible, they'll implement it, there's no doubt about that. I've been playing NFS since third game of the series and stopped when ProStreet came out in 2007 because game went to complete * afterwards. This is one of the few NFS games I've tried since then and I love it, although I'd prefer if I wasn't forced to drift in every corner to be competitive.
All in all, you're just overreacting. Wait a few weeks and see what happens with the game, what will be in the next patch or two etc.
