Why doesn't EA make NFS Heat the best NFS game with updates?

Why are there so many mistakes in Heat? Why do policemen sometimes spawn right in front of me? Why do small bumps from police officers sometimes cause normal damage and sometimes far too much? Why are...

The answer really is with Ghost Studios as to why NFS heat is not the best even with all the updates!
