Why isn't Need for Speed Rivals on the PS3 to PS4 upgrade list on the PlayStation Store?

Can anyone tell me why Need for Speed Rivals is not on the PS3 to PS4 upgrade list on the PlayStation Store?  I pre-ordered the PS3 version digitally a good while back.  Now that it is out, I’m unhappy with the end result of the game, namely the graphics, loading of the world while driving, freezing,  and framerate.  It has frozen my PS3 multiple times, and I have to do a hard reboot of my PS3.  I’d really like to just be able to upgrade to the digital PS4 version without having to pay another $60 for a copy of the game.  Can someone please tell me if that game will eventually be added to the upgrade list?
