Won't let me change faction in Need For Speed Rivals on PS4

Whenever I try changing faction back to racer, the cinematic plays to change and it just stays as a cop. I was hoping getting to the highest level would maybe fix something, but it didn't. I'm trying ...

Try changing the current speed list you have active and complete that one, go back to the HQ. Will it let you switch after that?

Yeah I tried and DID every speed list for the cop just to see if it would work. Still happening.

    Okey, try this - first, make a backup of your current progress on a usb drive. Next, delete your save file, start a new game and once you're finished with the two tutorials, see if you can change faction. If that works, exit the game and reload your previously saved progress.
