Bear Collectibles Not All Showing?

So I'm working on these bear collectibles and I'm about 49 bears in and I'm looking at the map, and I don't see how I am supposed to get the last 51 bears or so (there's just not that many uncollected left it looks like, do I need to get to a certain point in online or something to get the rest of the bears to show up, or so they reset when you get a certain amount, or are some just hidden? I played heat and did some of the collectibles on there but never finished so if its similar to that, I wouldn't know how it works. Sorry if this was a dumb question but I'm really wanting that M4 GTS 😛
