Cops on every corner in free roam and SPAWN in front of me !

I haven`t had this issue in Heat, where you get one or two but Unbound...They are on every corner ! They are not tough like in Heat but they sure bore the hell out of me.  I go into one corner ...

Thanks for the feedback.

Just to offer some potential mitigation, there's an auxiliary part called Undercover Racer which increases spot times. It's 32k and needs the some garage upgrades so it might not be reachable in the early game, but if you've played a good bit it might be a worthwhile investment.
