After racing for 2 minutes, i struggle with cops for half an hour everytime. Is this game a cop escaping game or a racing game?

it sounds like you are playing single player , single player which exist only so PC players can mod the game , because other than that who gives a **bleep** about single player in a car racing game , we did not wanted to race against Ai way back in the 90`s , go to online and enjoy the game , your money and the cars you unlock will not be in the online anyway , so why play the game twice , just play online only against real people , and no stupid cop chases
