I play on Challenging, but when I switch back to Relaxed I hardly notice the difference. Relaxed is too hard IMO.
That said: it's totally doable to break a pursuit by using knowledge of the map and taking cop cars out with nitrous bursts. And when they or the choppers are searching: park somewhere and turn off your engine. Choppers will also disengage to refuel after pursuing for 2-3 minutes.
