I think you're talking about the red label one. I came across it too in the past few weeks. I don't remember his name, but I really thought he might be someone from the dev team. Because there was a high CPU usage problem in the game when I saw it. I thought maybe it was for control purposes. The patch came out after 1-2 days. I didn't see it again.
Even if you mod that tag, you will only see it locally. So I don't think it's a mod.
