This is what the Steam page says:
Boost your PC experience with Need for Speed Unbound:
Compatible with HDR10
Supports VRR (Variable Refresh Rate) capability for a smoother and more consistent picture and reduced screen tear
Supports DLSS rendering technology for higher frame rates and resolutions
Double the simulation rate of NFS Heat- 3 years ago

PC RECOMMENDED REQUIREMENTS
- OS: Windows 10+
- Processor (AMD): Ryzen 5 3600 or Equivalent
- Processor (Intel): Core i7-8700 or Equivalent
- Memory: 16 GB
- Graphics card (AMD): Radeon RX5700 or Equivalent
- Graphics card (NVIDIA): GeForce RTX 2070 or Equivalent
- DirectX: 12 Compatible video card or equivalent
- Online Connection Requirements: 1 MBPS or faster Internet connection
- Hard-drive space: 50GB SSD
Not sure why 140 watts was mentioned, but if you hit the above requirements, you should be fine. Anything less, you're not meeting Recommended Requirements and maxing out settings won't work out.
