Not sure why 140 watts was mentioned, but if you hit the above requirements, you should be fine. Anything less, you're not meeting Recommended Requirements and maxing out settings won't work out.

I can run the game with the following pc in high graphics
CPU: I5 9400f
GPU: 6700 xt 12gb
RAM: 32gb

Playing on XBGP
intel i5 8600k
16GB DDR4
RTX2060
playing @ 1080p
noticing severe FPS drops that i cant seem to shake near or inside the city into the lower 40's, outside the city is fine. fully buttery 90fps. but yeah those min and recommended spec range is all over the place
also my CPU usage is always 100%.
Ram is hovering around a nice 70%
GPU is around 64-70%
dunno whats up with the performance optimisation but man. the frame stuttering is really bad. especially during abrupt sharp drift turning
