Racer Driving the Bugatti Online 00 Rating?

How can a Racer be driving a Bugatti Chiron in Online mode with a 00 Rating?

I just raced against against the Bugatti Chiron, I lost of coarse. My rating is 99 and I still am a long ways off from being able to purchase one.

Can you obtain a Chiron in Single Player and then use it Online?

@Wireworm5hi, if i am in a playlist where someone drives a bugatti chiron or a königsegg regera, i leave that playlist because you can't win against these cars with a lamborghini with s400+.
