No you do not have to grind that previous Speed pass content if you buy the catch up pack for that Volume. If you get Vol 3 catch-up, you will then unlock everything that you did not unlock already from that Vol 3 Speed pass automatically.

To confirm as @Stevob mentioned you won't have to grind an older pass to get access to the content.

For Volume 4:
The Need for Speed™ Unbound – Volume 4 Catch-Up Pack offers all 74 cosmetics and customizations from the Volume 4 Speed Pass plus both the Porsche 911 Legendary Custom and Legendary Custom Lotus Exige S (2006). With items including wheel rims, underglows, wrap editor decals, character apparel, poses, banner art and more, this pack will get you right back up to speed.
