If you didn't buy the Premium Speed Pass during a Volume duration, then it will be impossible to get all the Premium cosmetic items in the 30 Tiers of the Premium Speed Pass after the Volume ends (even if you wanted to spend real money on it).
I didn't buy the Premium Speed Pass during Volume 6. I have the option to buy the Audi RS 6 Avant and its bodykits for real money if I really wanted to, but it's impossible for me to obtain the 30 Tiers of Premium cosmetic items in the Volume 6 Premium Speed Pass right now.
The Catch-Up packs only give me 45 Tiers of Free Tier cosmetic items from the Volume 6 Speed Pass.
In order to get all items in previous Speed Passes, you must purchase the Premium Speed Pass DURING the Volume. Otherwise, you are completely locked out of 30 Premium cosmetic items from previous Premium Speed Passes once the Volume(s) ends.
