Is your car upgraded to the maximum threshold of A rank? If not then grind some money to get some parts, it really makes a difference. Also, for me, getting a perfect start (the needle being in the green zone at the start) makes a huge impact for me. Once you do that and draft behind the fastest racer, as long as I didn't crash, once I got the full boost bar I slipped out behind him and boosted ahead. He tends to overtake you in spite of this but as long as you can stick relatively close and draft the racer ahead of you it should be doable.
