The maximum I've been able to downgrade it to in a normal way is S class lvl 286. I'll look through YouTube to see if he used a glitch. Otherwise, you might have encountered a modder.

He changed the engine. You can make the Pista go B class if you put the 5.5 L 563 HP V8 swap

So yeah, it's an easily doable and broken downgrade, and unfortunately there is already plenty video on YouTube showing which parts to put it on.
Congratulations Criterion, you made the B class RSR. It was only a matter of time before discovering a broken build.
