Cop probability is already there. Higher heat result for an event=more chance of cops showing up. If your heat is already high, the probability is also higher. Do low heat events during the day, so you don't start the night with high heat.
No it is not.
The flames on an event indicate how much cop trouble there be but not none. It indicates how much heat you will gain AFTER the event.
I've finished the whole career (ran it twice): cops show up way less on low-heat events, regardless of your pre-race heat level or after-race heat level.
