Unbound League - Why is Rudiger in A+ vehicle but I'm restricted to B class car?

Question

So, a couple things that continue to be glaringly baffling with this game besides the insane flood of cheating...

One-- can the Dev team clearly explain the logic as to why Rudiger is using an A+ car against me in the 1 vs 1 battle the Underground league? Is this a bug? By design? An oversight? Why?

Two-- why do some wraps I previously downloaded from the community continue to disappear, randomly cause game crashes or cannot be saved (with constant error messages)?

I mean, even with one of the slower cars in the game, if it is maxxed out in B Class, every single one can beat Rudiger Easy
The AI isn't really that good doing the shifting, you just gotta have decent changes and the races should be easy
