Early-Game High-Tier Vehicle Customization Bug

Summarize your bug The game has been programmed to stop the user from upgrading a vehicle to a tier that is higher than the highest tier events they have unlocked, e.g. if you only have A tier events, you cannot upgrade a vehicle to A+ tier or S tier. However, the player can unlock A+ tier or S tier vehicles by completing challenges. The user is able to select and use these vehicles in-game even if they have not unlocked events in which they can be used. If the user selects one of these vehicles in the Garage then opens the Handling customization menu, they will be stuck in a loop that requires closing the game to get around.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? 1. Before unlocking A+ or S tier events (e.g. on Week 1, Day 1), acquire an A+ or S tier vehicle by completing challenges - e.g. smashing all bear collectibles (rewards A+ tier 2016 BMW M4 GTS), collecting all street art (rewards S tier 2015 Ferrari 488 GTB). 2. Return to Garage. 3. Select one of the newly unlocked A+ tier or S tier vehicles. 4. Navigate to the Handling customization menu. 5. Attempt to back out of the Handling customization menu.
What happens when the bug occurs? Whether or not you made any changes, when you attempt to back out of the Handling customization menu, the game gives the user a message which reads: "UPGRADE UNAVAILABLE: Cannot upgrade vehicle to (Tier A+/Tier S) as there are no events available to play at this Tier yet. Keep playing to unlock higher Tier events." A button prompt underneath reads "Continue Without Upgrading", but when this button is pressed, the user remains in the Handling customization menu. Even if no changes to the vehicles handling were made, attempting to leave the Handling customization screen will cause this message to pop up. At this point, the user is stuck in the Handling customization menu, and will have to close the game.
What do you expect to see? I expect that pressing the "Continue Without Upgrading" button would back me out of the Handling customization menu.
