I don't think the FPS counter is accurate, because it's showing around 75 FPS for me, but when the stuttering happens, it only changes to around 55. But the stuttering is more like 10-20 FPS. Something is royally messed up.

@GrandmaquilGood question. I personally use MSI Afterburner with RivaTuner. But I believe AMD and NVIDIA might have their own tools now to report FPS and frame times.
