F03 Error code Volume catchups not working

Is anyone else having an issue downloading the catchup volumes? 
Some volumes seem to be working for me but others give me an F03 error code

catch up 1,2 & 3 

volume catchup pack 6,7 & 8 

I tried restoring my license and reinstalled the game, tried every other method possible but still seems to be bugged out. Can’t even play online, need EA staff to respond to this issue and solve it.

    update: I uninstalled all add-on(s) and reinstalled them one at a time and now I’m completely locked out from playing online even with the new volume 9 installed. Lost all hope here
