Frame rate issue

Summarize your bug Continously racing specific hot laps over and over causes my frames to drastically drop.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Racing the figure 8 hot lap around the ponds by the gas station in Underwood Gardens. Repeatedly race that hot lap
What happens when the bug occurs? Frames are smooth for like 10-15 minutes, then the frames start to skip, progressively getting worse until they freeze for a few seconds periodically.
What do you expect to see? A fix

I made a post on reddit, with a video, showing what happens. In the comments i explain that going to the garage or starting a race playlist resets the bug. Going back and racing the hot lap causes the bug to trigger again.
