Tried playing the Story Mode after the Vol. 7 Update, and... the music is missing from the garage where normally it's playing while the dialogue plays out.

Hello again, this problem is happening for me again. After downloading the update, and launching a fresh campaign - the game is running into the same bug.
The music is simply not there when you're in the garage, the music abruptly resumes as soon as you start customising your vehicle when you're going through the campaign and for new players, they won't be able to notice it because they won't be able to tell if this was intended or not.
ughhh, it's fixed again - this time by making sure the game is connected online.
Hello! Unfortunately I have the same problem but deinstalling and reinstalling the game didn’t fix it. In the garage there’s no music playing, but then when I go into the customization menu, cars menu or speed pass menu it is playing. Only when I’m at the main garage menu where I see my character and the car there’s unfortunately no music playing.

This problem hasn't been fixed and I checked with the update.
The 'headphone' option in the EQ for some reason still doesn't allow to play music in the garage.
You have to switch to 'Stereo' for it to work the intended way, even if you're wearing a headset.
You have to manually go in the settings for it to work the intended way. The auto setting for my headphones for some reason was 7.1 channel
I finally want to add that, its been a known problem that the car engine sound is somehow tied into the effect volume slider rather than the car volume slider.
The car volume slider seems to have no effect on the audio.
The game in my audio has good mixing in general but the car engine volume needs a desperate boost.
