Hugely degraded game performance since Vol 9 update

Summarize your bug A lot more stutters and worse performance in general since the Volume 9 update. It is very noticeable. This is not referring to the slowdowns when completing a challenge (although I also experience those), it's a different issue
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Worse game performance, worse FPS, much more stuttering and worse 1% lows, both in races and in free roam
What happens when the bug occurs? Worse performance and FPS since Volume 9 dropped
What do you expect to see? The game performing the way it did before Vol 9, ideally as well as it did back in Volume 5 because the game's performance has slowly gotten worse with updates

i play on a laptop, core i5 12500H, Arc A370M. I desperately hope this will be fixed because the game will be unplayable for me if it isn't, especially as we're expecting the game to be in EOL soon, the performance needs to be improved
