This looks like your video drivers are corrupt.
You need to update or reinstall your video drivers.
Thanks.

@KrystaGG Can you add a Dxdiag so we can see what hardware and drivers you have?
Also is any of the hardware overlocked? If you have hardware overlocked can you remove it and see if that helps.

Sure, here it is https://textdoc.co/8SJ2OCx0PjmgThMo
Reinstalling drivers isn't solution for these glitches appearing nor for directx crash which is quite often now, clearing manually shader cache is but only temporary

@EA_Aticthank you installing todays nvidia driver seems to be solving the crashes, at least for now.
Well I rushed with it, it crashed now with directx error.

Yep, I have the latest driver from Nvidia and after 30+ minutes game start to die.
Got this "thing" on my loading screen just now. By the way, if you check your license plate on your car after the glitches you will see some strange colors either. In some prompts on the main menu will glitch as well, I do hope to get a fix soon. My name is Manuel and I work for NVIDIA. Can you capture screenshots of the in-game graphics settings used and email it to me at [edit: email address removed]? In your email also include any settings you have changed in the NVIDIA Control Panel from the default settings. Last but not least, can you mention if you have any apps open in the background while gaming that could affect the game (eg. Discord overlay, Chrome browser, etc.)? Thank you.

I have also noticed degrading performance and glitching over time. Sometimes it's very obvious like in the video, other times it's just weird icons on the map or textures on some cars. Restarting always fixes it. Game starts out fine, then degrades over longer periods of time.
There are widespread issues with players (at least on PC), experiencing graphical glitches after about 2 hours of each session - without fail. I myself have to restart the game every 2 hours because I'm either getting random icons render as if my GPU has exploded, or a million polygons flooding my screen making it impossible to see what's on the road, or an intense point light object inside a tunnel blinding me with the power of a thousand suns, and all kinds of other graphical artifacts. As the other users have explained, the game works perfectly fine for a while, then it starts having a complete meltdown texture-wise.
My Windows is up to date, I have the latest drivers, and all my temps and clocks are showing stable conditions. I understand your job says "ask the user if they know what they're doing first" because of some policy you have to follow, but this trend of blaming the user for a fault within the game design is getting old.
Edited upon further investigation:
The texture breakdown appears to be due to the game running out of VRAM after a couple of hours, despite having plenty initially. This could very well be an NVIDIA issue, since it appears to happen in other games or software for NVIDIA users, as of late
