Same issue happens to me. No fix for now and probably for another 10 years. Bug that ruined the new gamemode completely.
I have literally the same issue, and the game is almost unplayable when i have a Cop turn.
Im playing it on a Lenovo Y740-15ichg (i7-8750H, Rtx 2060, 16 GB ram)
And, honestly, i think that A and A+ class playlists are outright unfair for the racers. Its a completely unbalanced a battle between S+ and an A class car.
This mode should be a S and S+, or at least, please return the press-to-repair button like on Heat. That would work for this mode.
