Your problem is 100% bios. I wrote this before. Because your CPU and GPU usage is extremely low. No matter what setting you change, it won't fix it.
I am currently using the November 2023 bios. Everything is normal. I opened the same topic in Vol 7, but my bios was up to date then. Maybe he had the same situation, but I didn't realize it at the time. The version I am currently using is AD0 and MSI has released 6 bios on top of it. I tried them all one by one. The last time I used it, this game improved 100%, and there was an increase of nearly 10 FPS in other games. The only problem is the shadow problem in this game. On Nvidia cards, 50-60 fps suddenly drops between ultra and high. There is no problem with AMD, 2-3 fps changes. As it should be.
The most current bios is not always the best bios.
I was using the new bios when the last update of this game came, but I didn't think of the bios because there was not much difference in other games. Then, when these Intel problems started to appear on the internet, it came to my mind and I started trying backwards, one by one. FPS started to increase as we went backwards. Last time I came to November 2023 and boom, the game went from 32 fps to 150 fps. CPU and GPU usage returned to normal.
If you have also updated the CPU microcode with the new BIOS, do not return to the old BIOS. But if there is no update in the microcode like me, you can easily return. What do you have to lose by trying?
I have 2 PCs with the same motherboard, one has a 13600k 4060 Ti graphics card and 150 fps at 1080p native resolution, the other has a 12100f and 1660ti, which gets 1080p 80 fps at native resolution. Good luck my friend, I wish you had tried lowering the bios until you had this much trouble. At least you could say you dropped it and it didn't happen. Then I would have accepted that it might be related to my motherboard. That's what I said at the very beginning.
