I have some problems as you too and also my setup is good enough to run smoothly the game.
I can give a lot of informations if they need, I've tried:
- Reinstalling the game
- Repairing the game
- Changing graphic settings
- Checking Visual C++ Redistributable
- Checking hardware related issues even by changing components
- Updating BIOS/Windows
- Checking for more information on Event Viewer
- Deleting graphic cache files
- Updating graphic card drivers
- Updating all the drivers
- Checking firewall related blocks
