I found a workaround on the PlayStation side, although it might not work for everyone.  If you have a smartphone and the PlayStation App, look for Need For Speed Unbound in your library via the PS App and find the add-ons you want to download.  If your console is synced with your smartphone, you should be able to download the add-on from your phone.  Weird workaround, but it worked for me.

Edit Note: I did not come up with this btw, I found a YouTube video that pointed towards this solving the problem.  Glad it seems to be helping PS players though, although the problem on the Steam side still persists.
