To confirm you can't transfer a game you own on the EA app to the Steam client, but you can try adding it to your Steam library as a "Non-Steam" game. This technically just links to the .exe that will still require you to launch the EA app, as it's not technically added to your Steam games. 

Second, if you want to play on Steam using Family Share with another person's Steam account I would recommend checking out the Steam article over this here: Steam Family Sharing

This would be a different way to try and access the game versus the first method you mentioned of adding your EA app game to your Steam library. Family Sharing is something set up and supported by Steam/Valve. 

If you run into issues I would recommend reaching out to their support over this feature.
