The game doesn't generate full shader cache on start after GPU driver update

Situation: Volume 2 update apparently broke shader generating cache procedure, so now the game generate shaders on demand (when riding in free roam), causing stutters and microfreezing when racing, especially in online.

Usually, when you update your GPU driver and start the game, it is meant to generate shader cache right after pressing start, and the game process shouldn't let you get to gameplay until it's over. But now the game generates shader cache gradually DURING THE GAMEPLAY, which causes microstutters and freezing - this can especially be infuriating in online, because during those microstutters your car doesn't move and your opponents overtake.

Specs: Intel Core i9-11900KF, AMD Radeon RX 6700 XT (driver version is 23.5.1), 32 GB or DDR4 3200MHz RAM, Windows 11 22H2
