So I've also been struggling with this, but I've just had the game launch 3/3 times in a row.
I went into steam, backed up the game with SteamBackup. Then Uninstalled the game. Went into the Steamapps folder and deleted the Excalibur (why is it called this?) Folder.
I then went into MyDocs/NeedforSpeedUnbound and made a copy of my save to the desktop for safe keeping and deleted that folder too.
I then went back to steam and "Restore game from backup". This reinstalled the game.
I booted the game and let the EAApp download all the stuff for the folder in MyDocs and the game ran. It had my most recent save loaded which surprised me as I've had countless sync issues (why can we not turn off cloud saves FFS) because I'm on a rubbish broadband connection.
But the game worked fine. I closed it and opened it a second time with no issue. The third time it took a while as it was trying to sync the save again (Please can we turn this off?!) but it booted after the "failed to sync save" error.
-EDIT-
And since then it's stopped booting again. So back to square effing one. This might get you into the game so you can enjoy it for a few hours... I don't know. I'm going back to ManicMiners for now. I'm sick of not being able to play the game I've paid for and continue to try and support.
@MavarkI launched Unbound today and saw it updating so I thought "Eyyyyy finally something..not so hot fix maybe." Yeah, no. After it updated the "Launching game..." dialogue box opened and then again, the game won't launch. So the whole restarting-and-clicking-like-crazy-to-make-it-launch again. Still, I haven't managed to run it yet for today. It runs when it wants to and that's it.
At this time I am starting to wonder if I should demand a free premium vol.7 because I paid for the game but can't play it or at least can't play it without being lucky and the planets aligned enough for it to launch.

Look at the place I showed in the picture, if you see "moddata path" or something similar, delete it and restart pc. This may be the reason. (this pc / system Properties / advanced system settings)
The same situation was happening in NFS Payback. I had installed Nfs heat unite mode and payback was not working. When I deleted the line where I showed it, it worked without any problems. Let's see.

What is that? How does one get there? If only I had read the full reply. Sorry let me go look.-edit- I've had a look and I can't see anything similar to what's shown in your image, see attached image.
I've somewhat got a working around, but using steam back up, I back up the game, uninstall it, delete all the left over files from steamapps and MyDocs then restore from back up. This has a 5/5 launch success rate. It's a right faff though.
I've not installed any mods. Not yet anyway. To be honest, all this faffing about has given me some time to paly Manic Miners (Lego RockRaiders fan Remaster) and it's been bloody fantastic.

I didn't say there was a definitive solution anyway. Payback also gave the same error. I found out from a site that the reason was the mods I installed on NFS Heat. I had the moddata folder in the location in the picture I gave. He said delete it and it will be fine. It was opened when deleted. I thought maybe this was related to that. I am sad.
