Upgrading or Customizing Car Gets it Stuck in B Tier

Summarize your bug Upgrading Cars causes them to drop to B Tier no matter the original tier and get stuck there, I always have to ALT+F4 to close the game and restart it to get upgrades to apply or reset the car's tier
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Every time I have upgraded cars upon first launch of the game or even after restarts it occurs
What happens when the bug occurs? Car Tier gets hard stuck at B with no way to change it
What do you expect to see? The bug actually addressed by someone and fixed as there are posts going back to december regarding this issue

The only thing's I've seen to "Fix" this issue are alt+f4 to restart the game, delete your save file and start over and hope it doesn't occur again, or revert your body customizations on the car you're upgrading. This bug shouldn't happen in the first place and it's getting incredibly annoying to restart my game every time I want to upgrade or customize a car. EA address this issue properly and fix it, it's been months since it was first mentioned and none of the VOL patch notes have addressed it at all this is ridiculous
