I play franchise and BAP mainly and the penalties are non-existent for the AI teams. Your AI teammates will get penalties, but nothing for the fully controlled AI team. I'm 30+ games into my franchise mode team and have yet to get even one powerplay.
I know people will say to go into the settings to adjust it, but I shouldn't have to foe what should be balanced out of the box.
