Can't couch play Online Versus because of "max controllers"

Steps: How can we find the bug ourselves? Go to online versus, and try to add a couch play controller.
What happens when the bug occurs? The game says it already has maximum number of controllers connected, while there's only one. We only have two controllers.
What do you expect to see? The other controller to be added to the Online Versus session.
Was the issue in online or offline mode? Online
